Code of Conduct

The GLF in collaboration with i3Forum developed two Codes of Conduct to combat fraud: our Voice Code of Conduct and SMS Code of Conduct

The GLF Codes of Conduct

The Voice and SMS Codes of Conduct set an industry benchmark for carrier behaviour and best practices. Signatories gain trusted status across the industry and are recognised in their efforts to ensure consistent action against fraudulent Voice and SMS traffic. Since their launch, the Codes of Conduct have become instrumental in delivering rapid progress and influencing the industry’s approach to combatting fraud.

Voice

The Anti-Fraud Voice Code of Conduct was initially launched in early 2018 and has since garnered over 40 signatories. The Code of Conduct sets out the principles the carriers have committed to adhere to, including a commitment to monitor and report on fraudulent activity.

SMS

In 2024, the GLF and i3Forum introduced a practical industry framework for SMS carriers or service providers to adhere to principles to combat rising SMS fraud. To date the Code of Conduct counts with over 30 signatories.

The Voice Code of Conduct

The first Code of Conduct (CoC), established in 2018, gathered 40 signatories. The framework originally consisted of six principles addressing key areas such as targets and reporting, processes, destinations, payment flows, information sharing, and contracting. These principles set the standard of behaviour that carriers should strive to achieve to ensure consistent, industry-wide action in the fight against fraudulent traffic. 

In 2024, in collaboration with the i3Forum, a seventh principle was introduced to specifically address IRSF (International Revenue Share Fraud), further strengthening the CoC. Today, nearly 30 industry players have re/committed to this updated framework. 

The CoC is open to anyone in the industry, so we encourage you to join us in this important effort!

The SMS Code of Conduct

The GLF and i3Forum have collaborated to create a simple yet effective framework that aims to restore trust and integrity in the SMS channel. This Commitment outlines best practices and guidelines for carriers and businesses to identify, mitigate, and prevent fraudulent activities.
